The Council on Legislation (COL) is Rotary’s governing body that amends its constitutional documents. Every three years the Council on Legislation meets to debate and vote on proposed enactments. Each district sends one representative to the Council on Legislation, and any club or district may propose enactments. The next COL is scheduled for the spring on 2025 and I will be the representative for District 5340. If your club or district is considering proposing an enactment for the COL they must be received by Rotary on or before December 31, 2023.

Note that these enactments must be to propose changes to the constitutional documents only, not to recommend decisions that can be handled by the RI Board or TRF Trustees. And, due to the extensive process for submissions, it is recommended to start this process way ahead of the actual deadline if you are inclined to do so.
