Scott Carr is the 2017-18 Governor for Rotary International District 5340. A marketing and media professional, Mr. Carr is a member of the Rotary of San Diego Downtown Breakfast, where he served as President from 2011-12. 

After concluding his term as president, Mr. Carr served in several roles within District 5340, including website chair, public relations chair, District Training Assembly chair, Chief of Staff to District Governor Louise Andres, and Assistant Governor. He is a member of the Paul Harris Society, and a multiple Paul Harris Fellow. He is also a member of the Millions For HOPE committee, which has raised over $30 million in bequests and direct contributions for the Rotary Foundation.

An accomplished writer and speaker, Mr. Carr regularly trains Rotarians on web design, content marketing, and social media. He has served as a facilitator at President-elect Training Seminar (PETS), District Training Assembly, and Rotary Leadership Institute. He also regularly speaks to clubs on social media and online promotion. He also served as the first Zone Communications Officer for all Rotary districts along the west coast of North America.

Mr. Carr earned his B.B.A. magna cum laude in Marketing and Finance from the University of San Diego ('94). After graduating. Mr. Carr created one of the first major websites to focus on financial and retirement planning. He also spent several years as a Registered Principal in the securities industry, before applying his knowledge of online marketing to start Javelin Web and Media. The consulting agency Mr. Carr founded works with professionals, businesses, and other non-profits to provide expertise in traditional marketing, including public relations and graphic design, as well as online branding and social media.

A resident of Mission Hills with his wife, Heather and their three kids, Mr. Carr continues to stay active in the local business and legal communities. In 2010, he was honored with the Community Service Award by the San Diego Volunteer Lawyer Program (SDVLP). He also received the 40 Under 40 award in 2012 from San Diego Metro.

In addition to his work with Rotary and the Rotary Foundation, Mr. Carr and his wife believe in giving back to the communities where they work and live. Together, they are strong supporters for several worthwhile charities, including the California Bar Foundation, Sepsis Alliance, Friends of Balboa Park, Lawyers Club of San Diego, San Dieguito River Valley Conservancy, the KPBS Radio Reading Service, and the U.S. Marine Toys for Tots Foundation.
